Lists of invasive alien plants

On July 13th 2016, the European Commission adopted Commission Implementing Regulation (EU) 2016/1141 establishing a list of invasive alien species of Union concern, in accordance with Regulation (EU) No 1143/2014 of the European Parliament and of the Council. This list was first implemented in Member States in 2017 and has since been updated several times. The currently applicable amendment is the 2025 revision of the Regulation, which includes a list of 50 invasive alien plant species, of which 33 are terrestrial.

LIFE OrnamentalIAS Project

At the conclusion of the LIFE OrnamentalIAS project, the final version of the Black List of ornamental alien plant species was compiled. It currently includes 12 plant species, with some cultivars excluded.

At the same time, an orange list and a white list were also developed.

The orange list includes ornamental alien plant species that will be closely monitored in the coming years, as they show a higher potential for spreading in nature in some member states.

The white list mainly includes native species with notable ornamental value.

All lists are living documents, meaning they will continue to be updated as new scientific findings emerge and as legislation evolves, with the cooperation of all stakeholders.
